Congress' authorization RAN OUT on 12/31. Bush's "Status of Forces Agreement" (SOFA) was never authorized by Congress. The terms are somewhat in line with Obama's plans for withdrawal, but he & Congress MUST pass it as legislation to curtail the precedent.
